Head, Planning, Research, Monitoring and Evaluation (Ref: LASH – HPR) \ Lagos
The Head Planning, Research, Monitoring & Evaluation will lead comprehensive research and development programmes and initiatives to support the Agency’s growth; develop and implement a robust approach to monitor and evaluate its activities, value and impact; and support the attainment of set goals by providing research insights and advisory support for strategic and operational planning. The jobholder will manage and coordinate the collation and analysis of relevant data such as utilization rates, medical loss ratio, enrollee satisfaction survey etc. to support planning, operations and decision making, and ensure projects efficiently and effectively support the Agency's goals and objectives.
RESEARCH & PLANNING
Develop and lead research programmes that support the Agency’s growth and goal attainment.
Support strategic and operational planning with research insights, recommendations and advisory support.
Keep abreast of trends and changes in the industry, market and regulations; distil current and future implications for the Agency and advice
Commission thoughtful and agenda setting research and related work for thought leadership in the industry.
Produce high quality reports and output for various audiences and stakeholders.
Develop and manage the department’s budget, and drive the implementation and performance of research and related programmes.
Support the development and implementation of best-fit campaigns and communications working with relevant officers leveraging research
Provide technical guidance and support to the Agency on all matters connected with research and policy.
MONITORING & EVALUATING
Develop and lead a robust approach to monitoring and evaluating the Agency’s activities and operations to ascertain and demonstrate impact
Design M&E approaches and strategies as required in line with the Agency’s requirements and goals.
Develop, implement and maintain monitoring and evaluation tools and systems including compilation of performance information reports.
Manage the M&E work plans and ensure timely achievement of relevant milestones.
Facilitate trainings as necessary for the team in a variety of monitoring and evaluation, data collection and analysis topics.
Coordinate the systematic reporting of M&E data across the Agency’s programmes.
Foster the entrenchment of sound monitoring practices; define standards and expectations; conduct spot audits and provide feedback and
Minimum of a Bachelor's degree or equivalent in Economics, Statistics, Business or related field
Relevant post graduate degree would be an added advantage
Minimum of eight years’ experience in research, planning, monitoring and evaluation with at least three years in managerial capacity
Experience in the health sector or health-related programmes is essential
