Job Description
The Head, IT & Communications is responsible for overseeing and managing information technology systems infrastructure, applications and network to support the Agency’s strategic plans and goals. The jobholder will define core information technology requirements for effective operations of the Agency; provide direction and lead the operations of the IT & Communications department; work closely with decision makers across the Agency to identify, recommend, develop, implement and support technology solutions; define and implement IT policies and procedures and ensure sound practices.

RESPONSIBILITIES
IT STRATEGY & PLANNING
 Lead the IT and communications department in operational and strategic planning and budgeting, including fostering innovation, planning
projects, organization and resource allocation.
 Diagnose and ascertain technology requirements; make recommendations for the improvement and growth of the IT infrastructure and
systems to enhance value and improve performance.
 Coordinate research and other analysis to support IT planning; identify best-fit technology solutions.
 Evaluate and propose technology solutions relevant to the organization and strategic goals.
 Develop business cases and undertake cost-benefit analyses to justify or support IT spending and initiatives.
 Provide expert advice on relevant technology systems, tools and best practices.
 Work with stakeholders to define business and systems requirements for technology implementation.
 Provide periodic and ad-hoc reports to support management decision making as required.

IT MANAGEMENT
 Manage the delivery of a range of information technology services including networks, telecommunications, systems and devices, ERP,
helpdesk, technical support etc.
 Manage the IT budget, assets and resources; optimize costs.
 Drive the implementation of strategic plans; implement and oversee IT projects and initiatives efficiently and effectively for best outcomes.
 Manage the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems.
 Manage IT vendors and service providers and ensure delivery in line with agreement and specification.
 Forge relevant alliances and partnerships to drive the development of bespoke technology solutions.
 Evaluate the performance and utilization of information technology systems and tools and make appropriate recommendations to
management.
 Facilitate user training and awareness sessions for optimal use of information technology systems to improve productivity.

QUALIFICATION
 Minimum of a Bachelor’s degree or equivalent in ICT, Computer Engineering or a related field.
 Relevant professional certification e.g. MCSE, MS SQL Server, Oracle DB.

EXPERIENCES
 Minimum of eight years’ experience with at least three years in managerial capacity.
 Hands-on experience in database design, development, maintenance and security is essential.
 Project management experience would be an added advantage.
