Assistant Manager Protocol \ Abuja



The candidate is the point person for coordinating and managing the day to day implementation of the immunities and privileges conferred on the Bank and its staff under the host country agreement between the Bank and the Host Government. He/she, in this regard, will manage the relationship between the Bank and the various government organs.


I. Ensure the cordiality of the relationship between the Bank and high ranking officials of various government organs such as the Ministry of Foreign Affairs and Ministry of Interior, through arranging initiatives that build such relationships e.g. courtesy visits;

II. Gain a thorough understanding of the Host Agreement, monitor its application and follow up any diplomatic disputes arising from the application of these agreements, in close collaboration with the Legal Department to ensure that all the immunities and privileges accorded to the Banks staff and their dependants under the host country agreement are available to them at all times, without prejudice;

III. Liaise and negotiate with the Ministry of Foreign Affairs on the accreditation and issuance of appropriate visas and permits for all staff and their dependants and domestic staff as per the laid down rules and regulations, and to ensure that they are included in the Government Diplomatic list;

IV. Establish and support an efficient and effective network with other embassies and consulates to facilitate the issuance of visas for staff who are travelling on business and Bank’s visitors with minimum delay;

V. Coordinate and manage required interactions with the various government organs, including the Ministry of Foreign Affairs, Customs and other relevant Government departments to ensure that staff entitlements as laid out in the Host Agreement are respected. These include importation of vehicles, personal property, issuance of diplomatic plates, approval of tax exemptions and issuance of duty free franchises for staff as applicable;

VI. Writing briefings and other documents related to the host government regulations and circulars on privileges and immunities to keep Management updated with all relevant changes in this area;

VII. Prepare and continuously update a list of all essential government personnel with their addresses and contacts for distribution to relevant members of management;

VIII. Advising Management on key government personnel to know and meet as well as the government and diplomatic customs and courtesies required for such interactions, meetings and correspondence;

IX. Maintaining and filing all relevant documents for ease of accessibility;

X. Ensuring that the President, Executive Vice Presidents and other relevant staff have valid airport passes to facilitate their receipt of important dignitaries at the airport;

XI. Management of a system and procedures for the smooth management of all the above activities e.g. renewal of visas, acquisition of visas for staff;

XII. In liaison with the relevant department or Unit, coordinate the logistics and protocol arrangements required for all the Bank’s events including all requirements for travel for staff and delegates, accommodation, conference facilities, meals, visas etc and co-ordinate all ground transportation arrangements, including receiving staffing transport needs and dispatching vehicles and drivers accordingly, and managing driver schedules;

XIII. In line with the Bank’s security requirements and its Business Continuity and Contingency Planning framework (BCCP), act as the key channel for relevant security information acquired through relevant ground level contacts, for purposes of facilitating all security coordination. This will require that the individual:

a. attends regular security briefings at the Ministry of Foreign Affairs and other embassies and international agencies and governmental organs;

b. assists staff and their families to manage any problems involving government authorities and other security personnel of the host government;

c. monitors and track security alerts and maintains relationships with security officials at the Branch office and staff residencies zones to ensure adequate security provision as may be required;

d. arranges for security escorts if required, for executive management and dignitaries (as may be required) and advises staff on personal security matters;

e. liaising with security/traffic officials for security matters concerning staff, and assisting in emergency management preparations including liaising with designated assembly points, evacuation airlines and ground transportation;

XIV. Carry out any other duties as may be assigned by Management.


• Bachelor’s Degree in International Relations, International Law, Public Administration or related disciplines with minimum 6 years working experience in a similar specialist role;

• Ability to communicate and function in a culturally diverse, change-oriented setting as well as negotiate and seek solutions for difficult problems;

• Excellent at building relations and networks, both internal and external and be able to network with relevant Ministries and agencies of Government;

• Good knowledge of the operations of the civil service as well as diplomatic practices, privileges and immunities;

• Good understanding of the political, economic and trade landscape of the African continent and pro-actively keeps abreast with historical and current affairs and developments in the continent;

• High level of integrity and confidentiality;

• Strong analytical and problem-solving skills;

• Excellent verbal and written communication skills in English and proficiency or good working knowledge of the Bank's other working languages (French, Arabic and Portuguese) is an added advantage;

• Excellent computer skills;

• Ability to work under minimum supervision and to multi-task;

• Good team spirit, and ability to contribute productively as a team member;
